Leviticus 5:11

5:11 But if his means are not sufficient for two turtledoves, or two young pigeons, then he will bring his oblation for that in which he has sinned, the tenth part of an ephah of fine flour for a sin-offering: he will put no oil on it, neither will he put any frankincense on it; for it is a sin-offering.
